Dear Ms. Holdredge.
Thank you very much for the materials relating to library management and practices and the list of members of the Caney Fork Regional Library Board. However, I am afraid that the information provided does not answer my question. These copies are taken from standard handbooks and library "how-to" guides and represent merely opinions and suggestions of the individual writers. However, three important points do emerge from these materials:
The members of the local library board are ultimately and legally responsible for the formulation and establishment of all policies relating to a particular public library.
The library board members are directly accountable to the taxpayers and residents of the particular community which funds the library.
All policies concerning library operation, including acquisitions and management of collection, should be in writing.
It is this written policy approved and adopted by the members of the Caney Fork Regional Library Board for the Caney Fork Library in particular concerning which I requested information. I would appreciate a copy of this policy and would be happy to pay for the expense of copying and shipping or, if more convenient, I could pick up a copy in person at the Caney Fork Library.
Also, I have been in communication with Dr. Ed Gleaves, State Librarian, who informs me that neither the Tennessee State Library nor any of the regional libraries have any authority over local libraries. Also, Dr. Gleaves informs me that the State Library has published a series of guidelines for regional libraries. I wonder if you have copies of these available to the public?
